you won't get effect, only effect the EB3 applicant born in mainland China, the cut off date is 03/01/02,

that's why they said can not file 485 and 140 concurrently because of this reason.

the priority date is the date when you filed your labor certificate, you can find on your 140 approval notice, and also found on the labor certificate.
