is this true for H1

My friend is now preparing for H1 visa interview in Beijing. He was told by a
consultant company in Beijing that all H1 will be checked for about 1 m
recently.
Is this true? My friend has booked the flight ticket 3 days after interview.
If it is true, he will have to return the ticket now.
