我還能申請NIW綠卡嗎？

我現在在一所大學做博士後H-1B 身份，來美4年了。最近想申請綠卡，因為當前的老板是個大陸來的，他不願意提供綠卡推薦信給我。請問，在這樣的情況下，我還能申請NIW綠卡嗎？
