Based on my understanding, you have to have reason to apply waiver. Many be the adimmsion form the other school, or the employment letter from one company, or the marriage license with an American citizen. Do you have any of them to apply the waiver? If so, that means your J-1 is expired already. Waiver is just one step to change your J-1 visa to the other one (the one you wait to hold). Before you have an vaild visa, please stay in US.
