Canada vistor visa and PR visa

I have the Canada PR case pending, and wanna visit Canada before PR be approved. Is it possible get Canada visitor visa at Canadian Embassy?

I heard that Canada only allows person apply one kind of visa, either Immigrate or Non Immigrate type.
