You can download instructions from the CIC website. You can hire a lawyer (does not matter where they are) or you can do it yourself, like many other people have done. Here is the website http://www.cic.gc.ca/english/applications/skilled.html

Depending on where you live, there are visa offices in London, Paris, and Berlin. You need to downloand the so called Visa Office Specific Form other than the general form.
