I strongly recommend you pay a personal visit to the local police station if you just made a phone call only. I think most police station in the US will do the finger print for you for Canadian Immigration purpose. if they still don't want to do it for you, you might consider using a notary service provider who can provide finger print service. Some private companies also provide fingerprint service. Try to look them up on the website.
