i forgot to mention in my previous message that U.S. citizen can also petition for theire brother and sister. the brother and sister's spouse and children under 21 are accompanying family members and can immigrate with the beneficiary, that's how your friend get green card. But really it's US citizen petitioning for his brother, not petitioning for his nephew.
