Send your picture to your friends in Canada and let your friends send the picture to CIC by your name. If you have to contact CIC first, Let your friends in Canada call CIC at 1 800 255-4541 by your name and with your info on the landing paper (client#, name, birthday etc). There is no way to call CIC directly from US except conference call which is too risk.
