I think this should work. You don't need a H4 approval letter to apply H4 visa. You can apply for H4 visa simply demonstrating you are the wife of H1B. But if you could get your H4 approval letter, it would be better according to my understanding. There is no need for H1 holder to return to Beijing, this is for sure.
