Yes, visa office in your sponsor's Institution will do all the paperworks for you to INS if you want to change your status to J1 in US. You may contact them how long it will take to get J1 now, it took about several months in my place one year ago. If you want to get visa in a third country, your sponsor will issue your a DS-2019 form.
