you can send the application form for the maple card and you still can enter Canada by the landing comfirmation paper. Maybe you have to do much more to get your PR card. If you live in the US and it is not far enough, you can drive Canada for anything more. I have 3 or 4 friends who have simular situation. You can contact us if you have more problems.
