It was a old story happend in 2001. The pass mark was proposed to increase to 80 (80/100) and ended up with 75, then decreased to 67 because no enough qualified applicants.
There is no information about changing pass criteria so far. On the other hand, Canada has increased immigrants quota a little bit this year. But anyway, immigration law changes frequently, for those who want to apply, go ahead and do it ASAP.
