I140 is considered Immigration petition and intenion.
Once the person files I140, he/she is no longer eligible for non-immigrant visa such as F1, F2, B1, B2, TN, etc.
No-matter I140 approved or rejected, it is considered the same. But I am not sure about withdraw. You need to see a lawyer.
You can try TN at the border, but I am sure the application form will ask this question. If you lie, you might get TN by luck, but there is risk in the future they find out, you might be in serious trouble.
