I know a student got 1 for phd (1998), then 2 years later got 1 for master(2000). He told the success rate for his case is 20%, he must searched the document.
That is before 2002? 2 OPT regulation came out.
But before 2002 how many people think it is possible to get 2 OPT, so don't let inaccurate info hold you.

CPT, I think if you enroll more than 9 month, and pay some tuition you can get it.
