I have the samilar experience. When my H4 extension was pending, I applied for H1, got rejected and forced to leave the country within a month, luckily latter I got my H4 extension approvel in this one month, so I applied reopen of my F1 case, and got approved, but this thing made me really worried for a while.
You'd better wait to get your H4 approved first then apply your F1, during the pending time, better don't do anything.
