Some question about parents GC

I have two questions about my parent GC application:
1. How long should I wait after I get GC to start to prepare my parent's GC application ?
For my understanding, I have to wait five years to become citizen and then can apply for them. Is it right ?
2. Will it affect their future GC application if they stay here more than one year with B1 visa?
My parent are here right now. They plan to go back China ( within six months) and then apply another Bi visa to come back. My question is if they will not go back to China and stay here illegally, Will it affect their GC application.
