recommendation letters open?

I am collecting documents for GC applications and will ask some people to write recommendation letters for me?

My question is: is it a commnon practice that I write a draft for them and let them simply sign it (maybe after some revision)? After they sign the letter, is it sealed or open to me? That is, do I have the right to know what's written? Should I notify of them beforehand? Thanks a lot.
