ImmCanada::police certificate

The website of Buffalo says:
Do not request a police certificate from Hong Kong, the United States or Canada until you are instructed to do so by a visa office.

Does this mean I don't need attach a police certificate when I send the
application form package for the first time? Can I wait until they inform
me to send in the police certificate? Usually how much time does it take
FBI to send me the police certificate?
