Canada imm job reference

I worked for government in China. They don't give reference letter to people who quitted job. I will go to interview soon. How to convince canadian consulate to believe my work experience. I can only get letter from Talent Service Center where my personnel documents were transferred to. Is there anyone having the similar situation and are there any good ideas? Thank you.
