PERM/RIR? seems no answer yet

My company is urging me to submit RIR before 3.28. This, as most people believe, will put us at the bottom at the two new RIR centers, and mots likely take at least two years.
My company is a big one, so wage limit should not be a problem. Two things I most concern are: 1. how PERM will work? can it keep it promise to do it quicker? 2. my company may need too much time to get ready for PERM system. We all know that PERM requires companies to have a database of recruitments of all US applicants and review details.
I really lost my idea, should I submit my RIR now or hold it for the coming PERM?
Any more suggests?
