Relative Immigration

Question about parent immigration.

I got US citizen ship. Father came here with B2 visited me. Forget to extension file on time. It already overstay. If go back, subject penaty. Then decide to forget about it and stay with me. Therefore I apply citizen. Thinking is the way to get them legalized again and can try back and force freely.
Now, if I file paper work for him, should I pay $1000 because of overstay?
What risky involved? Will he get deport and after deny from INS? Any suggestion and comment?
