For safety, my suggestion

Tell your boss what happens, and do follows:

1. Apply with premium process, let your boss pay this $1000.
2. Stop working untill you get the approve notice, such as have a vacation.

Next time, don't believe the guys of international office. You need to push them hardly to work. Last year, I met same problem. I called them or send them email every day.
