The purpose of this USCIS memo is to revoke the April 2004 memo regarding concurrent adjudication of 140/485. It instructed the certified officer not approving 140 if 140/485 are filed concurrently and 485 is blocked because of, for example, FBI name check.
With this new memo, the officer will approve 140 even 485 is blocked by EB3 retrogression if 140/485 are filed concurrently.
And different district has implemented the concurrent adjudication differently. We also don't know what will happen. The only thing I can guess is that 140 and 485 will follow the timeframe seperately. For CSC, the 140 and 485 are both at March 2004. So it won't affect people too much if they are not blocked by EB3 retrogression. For other Service Center, I don't know. This is just my understanding.
