公民紙可以複印嗎？DIY結婚綠卡問題求教

我在---DIY結婚綠卡，但遇到幾個問題：

問題一：
在填I-130表時，Instructions (Rev.06/05/02)的說明提到" A copy of your naturalization certificate or Certificate of Citizenship issued by INS."，
但公民紙明文寫著 "It is punishable by U.S.Law to copy ,print,or Photograph this certificate ,without lawful authority".
我的結論是看來可以提交公民紙複印件，INS默認這情況？是嗎？

問題二：
我是I-130; I-485 一起遞交，我的所在地是舊金山，我的材料到底是寄：

USINS California Service Center,
P.O.Box 10130,
Laguna Niguel ,CA 92607.
========================================
還是寄
==============
USINS I-485
P.O.Box 194210
San Francisco, CA 94119
==============
我是想直接寄到 San Francisco, CA 94119， 不知妥否？？

問題三：申請費I-130 + I-1485可否寫在一張支票上？這二個表格在一個地點處理？？
