PR application via Labor certi

Sorry i don't have access to typing in chinese. My husand consulted a law office for PR application through EB1 as he has got 6 first author publications and a fellowship grant. But the lawyer recommended to apply through labor certificate as she thought that my hu*****and only recently got his PHD and his publication number is not sufficient for applying via OR. Does anyone have a second opinion about this? Shall we go through lab certification then? Does it take very long to get the PR application approved?
