From my experience my boss helped me a lot in the procedure. The human resource doesn't care about this kind of thing very much, but your boss will if he sees you are doing a great job and he really like to keep you. My suggestion is talk to your boss, let him push human resource to get things done timely.
"他老人家也管不了人事處", but he is a manager, he does have more power in front of them than you do. I don't suggest gift, I didn't give anyone anything (well I am planning to give my boss a christmas gift since 485 was just approved)
