Call again, maybe luckly

In fact, if you didn't receive the original one, you don't need to pay this $195 to get the copy one. I met same problem when I applied J1 waiver. At the first call, one guy let me pay $195 to get the copy one. Another day, I called again, then a lady sent it to me directly.

So good luck. It is worth to call again.
