請教：是否需要給媽媽申請Re-entry permit？

媽媽綠卡今年一月份拿到的，3月初到6月初回國了，現在計劃2025年年初回去，並想在國內多待一段時間照顧外婆，請問這種情況下是不是要申請Re-entry permit，為離境美國6個月以上做個準備。想請教：

1. 申請綠卡的時候，一起提交過I-131, Application for Travel Documents, Parole Documents, and Arrival/Departure Records，但綠卡批準那天，case was terminated/denied了。可以在那個基礎上再次提交嗎？是否可以免去再交一次filing fee?

2. 如果6個月之內返美，是不是申請Re-entry permit會把事情弄麻煩。據說就算有Re-entry permit，還是需要證明在國外逗留的目的與此前申請提交的I-131表格裏所述的臨時目的一致。如果隻是照顧家人，沒有特別的證明材料，怎麽弄？
