-Technically the change of status will be denied even if it is filed during the motion is pending unless the H-1 will be approved later after the motion. But it does not hurt anything if the H-4 holder to file the change of status to F-1 as soon as possible. So, I encourage the H-4 holder to file I-539 to change to F-1 because sometimes the officer may not strict and may approve the F-1 application.
