關於父母綠卡遞交的 service center

請問老師給父母申請綠卡時能選擇service center嗎？ I-130 各個中心處理時間差別很大， 加州/德州/vermont 處理時間是一年左右， national benefit center 要50個月， 我在麻州， 當時根據要求申請寄到芝加哥，就被分配到national benefit center。
