No,H4 can't work. Before you get your OPT approval(an One year EAD), you can't work ethier. Also once you have applied for status change, your OPT will be voided automatically.

Although they are still asking you for more paperwork, your OPT has already been voided since you have applied to change status to H4,移民局is so Bureaucratic.
Once you have applied to change status to other than F1, your OPT is gone, even you eventually get your EAD card, it is considered invalid.
OPT, O stands for "optional." go figure.

I don't know where you get "查以前的帖子都說是合法的". If you don't have your OPT approved yet, you can't work. Although you may be using a CPT but CPT is only for half time work during school semester.
