公證處的意思是現在沒有任何關於我父親生母的記錄，所以他們不能辦。我手上還有一份很多年前辦的公證書，當時也是因為這個原因，上麵隻寫了我爸出生地點和日期，但那個公證是三頁紙的。我能不能把這份老公證找人這邊公證一下，再寫個說明一起交上去？謝謝！

-Because this birth certificate does not have your father's parents' names, it will not work. If you cannot get a new brith cerficate notarization, you may just use the one which has his step-mother' name and you just to put his step-mother as his biological mother's name in all the forms and documents (to be consistent).

You mentioned you used your father's biological mother's name in his previous non-immigrant visa application, but it does not matter because normally USCIS will not review the non-immigrant visa application materials. If they asks this question, you may just explain that it was your mistake to put the wrong name there fro the non-immigrant visa application.
