-Yes. The non-ciminal record should cover the entire time of their living in China to the date they immigrated to Canada. 

還是要等到130批了以後，交移民申請時再準備。假設他們這段時間不會回國。

另外如果他們在美國境內申請的話，就不需要無犯罪記錄公證了是嗎？

-Correct.
