Some states issue driver's license for people without SSN. However, those driver's licenses are maked as "Not For Federal ID", such as CA. 

Many states require SSN to apply for a driver's license and do not issue licenses with "Not for Federal ID".

Many states require a driver's license of that state to register a vichle, such as OR and WA.
