You do not have a problem to purchase a car in US as a B2 visitor. You can consult the local Dept. of Motor Vehicle for car registration before you purchase it. Different states may have different policy or procedure.
Based on the current law, a B2 visitor is not eligible to apply for a US social security nember because a B2 visitor is not allowed to work legally in US.
