Your friend can file I-824 to USCIS to request following to join for his wife and child to apply for the immigrant visa in China, not need to file I-130

Of course, he also can choose to file I-130, not to file I-824. Either one is OK.

He had better consult an immigration lawyer if he has no idea about immigration issue.
