 There is not way for you to find this record. If your father has applied for a USA visa any time after 2007, his fingerprints would already have been taken by the US Consulate at some point of the US visa application process.

 

If he does Not remember that fingerprints were even taken, he can safely answer this as ‘NO‘.
Don’t worry, the US Embassy/Consulate will take his fingerprints again and mark his profile as ten-printed when he applies for a new visa.
