老師，

朋友父親因疫情在美國旅遊簽證滯留，朋友是綠卡，想申請公民後給父親直接在境內申請綠卡。

請問在境內給父親申請綠卡，一定需要提供父親在國內的無犯罪記錄證明嗎?

如果提供不了，是否影響申請？

如果最終回國給父親申請綠卡，走使館程序，是否一定需要提供無犯罪記錄證明，否則綠卡申請會失敗？
