我是美國公民，2019年時開始為來美國探親的父母申請移民並計劃為他們在美國轉身份。Oct. 2019， I-130申請獲得批準，可是我們一直沒有發I-485轉身份，因為父母又不想移民了。Oct. 2021, 他們離開美國返回中國。現在父母又想移民美國了，想從中國辦。請問我還可以用批準過的I-130申請接著給他們辦嗎？還是需要一切從新開始申請（i.e. file a new I-130 petition)？

-Because USCIS did not forward your approved I-130 to National Visa Center (NVC) for processing for parents to apply for the immigrant visa, the approved I-130 should still be valid. You still can use this approved I-130 for your parents to apply for the immigrant visa in China. But you need to file I-824 to USCIS to request them to forward your approved I-130 to NVC for processing for your parents' application for the immigrant visa in China. You need to file two I-824, respectively, for the two I-130 for your parents.

Another choice is that you can file new I-130 for your parents to apply for the immigrant visa in China (indicate this in the I-130) and ignore the previous approved I-130.
