No. NVC suspend the phone call contact, so you only can contact them by the NVC public inquiry online form in the website. When you contact them again, tell them you have a problem to pay the fee online (provide the screenshot as you addressed in your post here). You may also ask them whether you need to have a new invorce to pay the fee for your reopened case. If yes, ask them to send it for you.
Just be patient to deal with this kind of issue because you cannot control it.
