看移民法，它的規定是黨員黨籍終結必須在遞交申請的兩年或者五年。我的理解是美國的申請人遞交I30表前的兩年或者五年必須終結黨籍， 而不是受益人前往領館麵試前的兩年或者五年終結黨籍。
如果是兄弟姐妹移民，一般要等13-14年，也就是說，受益人必須在15-16年前就得退黨。
-It should be counted from the date the beneficairy submits the immigrant visa application form (DS 260) outside US or I-485 within US. Of course, the earlier, the better. Because Chinese Communist Party is the Party in power, the beneficairy had better quit the Party at least five years before he/she submits DS 260 or I-485 so that the Party membership history will not affect the immigration.
