but I checked I-824 form, there is no place to indicate that they would apply from HongKong or China. How does USCIS know what to update in I-130? It seems it would be a dead loop. Is it ok that I ask USCIS to update the I-130 for those columns? Thanks...

-In the Part 2 of I-824, you need to choose "Item 1.d. USCIS to send my approved immigrant visa petition to the NVC". Then, NVC will identify and determine the appropriate US Consulate based on your sibling's citizenship and the living address in the I-130.

 

Fill the I-130 information in Part 3 of I-824 such as the Receipt Number, etc. so that USCIS will forward the I-130 to NVC.
