I-130 Filing for Mother

I'm preparing to help my mom to get green card after my father passed away, my mom is currently in China. I'm US citizen. Here are my questions:

1. To document our relationship, USCIS website indicates I should have my birth certificate. I spoke to my mom but there's none. What document would be acceptable?

2. Both me and mom mom are currently retired. We have some passive income and sufficient assets to support ourselves, what information/document we should prepare to support that?

3. Is there a way to find out which USCIS office will be processing I-130 before filing?

4. Should I file I-130 online or by mail? What are the documents I should gather before filing the form?
