For people from China with immigrant visa,  is the port-of-entry pre-specified, or assigned by NVC/ US Consulate in Guangzhou,

or they can choose any port-of-entry, such as NY, LA, etc.?

-Yes. They can enter US from any port of entry no matter where they will live in US after they arrive.

On her (petitioner) I-797 (I-824 approval notice):

POE: NEW YORK, NY

The petitioner was entred from New York. Thus the POE may just indicats her POE, not for beneficiary. Correct?
