我媽媽的綠卡已經在2020年過期。因為各種原因媽媽2015年離開美國以後就沒有再來過美國。現在媽媽準備來美國定居，請問這種情況是不是最好先填寫I-407放棄綠卡，然後重新申請？

-Yes.

I-407這個步驟是必須的嗎？

-Yes. She needs to abandon the green card first because the system still shows her green card valid unless it is revoked by the IO at the port of entry when she uses it to enter US or by the immigration court/judge. 

我準備用online application, 請問cover letter 怎麽加上去？
