請教8老師和這兒的專家，朋友 re-entry permit 九月初馬上到期，怎麽renew? 他人在國內，

剛搜了一下，好像人一定要在美國才能申請。現在這個疫情，馬上過來也不太現實，如果 re-entry permit 過期了，還能憑綠卡進來嗎？多謝了！
