我兩年前申請長期綠卡通過後綠卡寄丟了。沒有收到。後申請補辦綠卡被拒。理由是沒有繳費，郵局顯示寄到了。現在以綠卡丟失理由，繳費再次申請綠卡。

請問在等候期間如果需要出境，應該辦什麽手續呢？
