If the employer continues to support him L1, then he can stay and work (include extension) in US up to 7 years for L1A, and up to 5 years for L1B. If the employer cannot continue ot support him, then he may change his status to B2 and extend B2 again until the flight ticket avaiable for him to travel back to China. Normally, USCIS will approve his change of status due to Covid 19 currently. But it is too late now because his L1 I-94 expired already.
