HELP for H1-B visa question

My H1-B status shows as below:

This case has been approved. On October 21, 2004, an approval notice was mailed. If 14 days have passed and you have not received this notice, you may wish to verify or update your address. To update your address, please call the National Customer Service Center at [phone].


And my employer received a copy of this notice. My lawyer call [phone] for my original approval notice. But USCIS asked $195 to resend an approval notice.

Who can tell me what shall I do? Is there any place to complain this matter?
